Who must register
Puerto Rico has no general charitable solicitation registration requirement. Note for Puerto Rico-based organizations: other requirements still apply — nonprofit corporations keep their Departamento de Estado registration and annual fee (the annual report itself was abolished for 2025 onward), Hacienda's tax-exemption certificate is needed for donors' PR deductions, and charitable gift annuities require a special insurance license.
